LIBRS IMPLEMENTATION
STEP 1
Report Summary UCR
Now If you are not already doing so, begin submitting monthly Summary UCR reports to LCLE now. These will be used in your LIBRS certification.
Need assistance? Contact us, we have Summary UCR specialist who can help. The FBI is no longer accepting summary reports. UCR online is no longer available as of January 1, 2021.
STEP 2
Install A Compatible Record Management System
If you don’t have one now, you will need to install and implement a LIBRS compatible Record Management System (RMS) in your agency. So far, Louisiana agencies that have successfully implemented LIBRS have used a software package to implement their RMS, such as LEMIS IBR, Zuercher Suite, PTS, Kologik, Tyler Technologies, JBM Technologies, and Central Square.
LEMIS IBR is a client/server based record management system developed for law enforcement agencies as a replacement for LEMIS 2000. There is no software license required and, for smaller agencies, no database software to purchase. Click here for more information about LEMIS IBR.
STEP 3
Staff The Effort
A successful LIBRS implementation must have the proper staff in place. Louisiana agencies have found that a full-time LIBRS Administrator, with primary responsibility for the preparation of your LIBRS data and oversight of your RMS, works best. Since no one person can be there all the time, you will need a part-time Backup LIBRS Administrator, who can fill in when the primary is not there.
STEP 4
Get The LIBRS Training
With feedback from the LIBRS certified agencies, we revamped the LIBRS training to give you the information that you need to know, when you need to know it. For agencies with LEMIS software, off site training at the LSA laptop computer lab in Baton Rouge is available. STEP 5
Make A Plan
Sit down with one of the LIBRS Field Agents in our Crime Information Management Unit and make a plan for your agency to become our next LIBRS Certified Agency.
